Races are governed by the Racing Rules of Sailing (RRS). In addition to those, boats sailing in one-design classes have their own class rules they must conform to. Links to most of those particulars may be found here.
The ISAF Racing Rules of Sailing govern most aspects of competitive sailboat racing. Part 2 defines rules pertaining to on-the-water situations.
You say somebody done you wrong during the race? Unless they are willing to admit their foul and exonerate their boat, you will have to convince a protest committee. Before the committee will hear your protest, you must complete and submit an official protest form.
Before you take your J/24 to the starting area, it must conform to the International J/24 Class rules. Diagrams that illustrate the various measurements are available here.

The J/24 Class Measurement form lists all of the measurements along with their acceptable parameters and specifies which equipment is required and which is optional.
